In North Dakota, the Souris River has reached record levels faster than anyone had expected. Already, portions of Minot, N.D., are inundated, and it's only expected to get worse. Upstream of Minot, the town of Burlington has given up sandbagging efforts. Jerome Gruenberg, the town's mayor, has said, "We're no longer able to save the city."
